What will this Position will Offer You? You will,as part of ManTech’s Integrated Logistics Support & Services (ILSS) contract, supervises the technical aspects of unit property book records in accordance with Army Regulation (AR) 710-2 in support of one or more of the following programs: Left Behind Equipment (LBE), Supply Support Activities (SSA), Pre-Deployment Training Equipment (PDTE), Theater Provided Equipment (TPE). They perform in both manual and automated property book accounting environments with the related functions associated with accurate property accountability. The PBTC writes and updates internal supply Standing Operating Procedures (SOP) for the program and has the full authority to act for the Contractor on all matters relating to supply operations. List of Duties: * Perform in both manual and automated property book accounting environments with the related functions associated with accurate property accountability, monitor and perform evaluations of subordinates supply operations per Command Supply Discipline Program (CSDP) and AR 710-2. * Supervise the technical aspects of unit property book records per AR 710-2. * Perform financial inventory accounting as applied to the Army's budgeting system. * Maintain an accurate inventory of all non expendable items. * Perform property accounting duties at the unit and organization levels or on division property book teams. * Comply with appropriate regulations, forms and procedures pertaining to property books, hand receipts and other property accounting documents. * Manage a centralized Property Book section servicing the respective site location within the areas of operation. * Establish and maintain property accountability by assigning equipment to each of the Contract Hand Receipt Holders (CHRH) responsible for equipment at the site location. * Maintain a listing of individuals authorized to initiate property transactions. * Ensure guidance concerning property accountability procedures and inventory implementation is followed while maintaining property control. * Ensure required inventories; sensitive items, cyclic and monthly hand receipts updates are performed and documented. * Serve as the technical authority establishing guidance through interpretation and implementation of directives from higher. * Develop and provide guidance to the site location regarding property manuals; directives and publications required for inventories. * Interface with Brigade Property Book Officers to assist units with Administrative Adjustment Reports (AAR), Financial Liability Investigation of Property Loss (FLIPL) reports, 10% inventories and sensitive item inventory reports. * Apply appropriate Department of Defense (DOD), Department of the Army (DA) regulations/policies pertaining to the management and control of government property. * Prepare and present briefings to government officials and customer units. * Assist with all processes dealing with inventory procedures to include; equipment inventory layout, component list inventories, sub hand receipts and shortage annex procedures, assist with cyclic and sensitive items inventories, relocation of equipment and materials, assist with tracking paperwork processes, safeguarding equipment through key control and storage requirements.
* Bachelor’s Degree Perferred * 18+ years experience * Must be a U.S. citizen * Candidate must have experience at the Division property book level and be highly qualified with general supervisory experience with specific management experience in either Logistics or Supply Management areas. * Knowledge of standardized Army supply regulations, policies, procedures or other written or verbal instructions relating to receipt and/or issue of stock or property items. * Requires hands-on, expert level experience and proficiency with Property Book Unit Supply - Enhanced (PBUSE) and possesses an in-depth knowledge of property accountability, concepts, and methodologies. * Must have skills similar to an Army Warrant Officer CW3 through CW5 920A Series Property Accounting Technician
